Obviously at first theyre not, they have Sirius as a son and they need a daughter to show off for them and get married to a rich man and all that but. when sirius runs away and gets disowned, they decide to endorse Regulus and let him transition, dressing it up as allowing him to be his authentic self but really all they want is a male heir and they know Regulus will be better at it than Sirius
