I can barely hold myself from going extremely into detail when I’m writing fics, though by now I kind of managed to lower graphical description levels to optimal. By the way, thank you.
Every time I read about Cyrus from Pokemon, I think of Cyrus Temple from SRIII. Some time ago I thought about some sort of Pokemon/SR crossover, where entire “Daedalus” with Cyrus Temple onboard suddenly finds itself in the Pokemon world. “Daedalus” here has all the armor vehicles (including Temple’s unique version of “Crusader” tank, his unique version of F-69 VTOL fighter and his hoverbike ”Specter”). Because everyone on the carrier is the member of the Special Tactical Anti-Gang unit, I think, that they’ll wage war on Team Rocket and other teams pretty soon, but will they integrate into local International Police or will they remain on their own? Also, STAG have pretty advanced technology on their own, like “Viper” laser rifle, S3X “Hammer” laser spreadshot weapon (energy shotgun), “Sonic Boom” hand-held acoustic cannon (that can easily gib human in the short range and toss vehicles around, if fully charged), “Crusader” tank with plasma cannon, co-axial repeating laser and beam laser in place of a machine gun, N-Forcer MRAP vehicle with repeating laser, F-69 VTOL fighter jets with microwave laser beam cannon and homing energy blast weapon, “Condor” VTOL transport jets with repeating laser and, of course, “Daedalus” with lots of high-caliber autocannons and rocket launchers to both attack enemy and defend herself. Additionally, STAG utilises conventional projectile weapons (McManus sniper rifle, Annihilator RPG, Satchel Charges, Minigun and Kobra pistol) and Riot Shields. I can even imagine a several moments with them:
Jenny releases an Arcanine and blasts the door to the landing pad open, while screaming:

After the end of the mission, elite STAG trooperd drags a badly beaten up Cyrus and his survived henchmen, when Temple flies of the carrier on his Specter VTOL jetbike and greets shocked police officers, who were thinking, what to do with that giant airship and how to deal with the jets. No, neither original Lawrence nor accidental traveller are involved in warfare of any sort. Yes, real Jiri HAD developed a number of weapons, but he did it just for the sake of art (yes, he may be slightly OOC in this, but I got this thought from Hikokyuu’s weapon system - a mortar artillery with that high precision requires true scientific genius to create it, and just look how it looks and how it’s installed in Hikokyuu), and accidental traveller simply continued this, but went more in programming (he created an Euristic Operating System (simplified AI, optimised for euristic algorithms usage to ensure it’s ability to operate on non-supercomputer hardware) for unmanned fighters, and yes, he was an Einhander fan, so this he named this system EOS UFG Mk 1 (google “Einhander EOS fighter” to see his source of inspiration). Also, I’ve had a look back and found, that true Jiri prefers to put down his second name because of personal reasons, which aren’t strictly linked with family (a small backdoor left by me, so any can think about original Lawrence the way he/she wants and I will still have an ability to develop Jiri’s backstory at any moment).

I specificially wrote protagonist in such a way so he can be viewed as backgroundless as possible, because I want to develop his personality without his origins restricting me. Yes, it seems strange, but I don’t want to go into the “And now our hero, Vladimir Sorokin / John Bush / %insert_accidental_traveller’s_original_name_here/% is going to change the world according to his looks, because they are the only right looks in the entire universe” - I’ve got enough of this, even if I never wrote anything in such a way. I never put up his original name, home country, city and such - I don’t want to characterise his background further than his hobbies and his thoughts about canon events. He just does what he wants to do - develops a vectored gravity control system, which allows reactionless movement (like “Tantalus” core on “Normandy” from Mass Effect or Megarig’s engine system from Pokemon movie #11), helps with deploying “Shining Star” strategical satellite (somewhat like “Icarus” from “Die another day”), that can both project reflected solar light on surface to act as the second sun and attack with superconcentrated beam of sunlight (dozens of times more powerful than “Icarus”’s beam, because “Shining Star” here isn’t the only reflector satellite in orbit - it can recieve reflected sunlight from many satellites in this complex, which have a lot of square kilometres of reflecting surfaces in total, and then concentrate it into a single beam less than a meter in diameter) and such. It’s also thought about by protagonist, that’s possible, that Jiri travelled into the our world and found himself in the protagonist’s original body, along with shards of protagonist’s personality and his memory, so, basically, Jiri here may be the reversal accidental traveller, but I, probably, won’t develop further story on this subject, because I don’t feel that I want to do it. I also don’t want to go along with artifact / Legendary / some out-of-universe being as reason for an accidental travel, because I’ve read enough of this and I’m sick of it. I just want to put it the way “It’ve happened for no reason at all, probability of your return is infinetely close to zero or is zero” to prevent it from interfering with me developing the story the way I want to. Also, protagonist here enjoys butterfly (Gokigen na chou ni natte kirameku kaze ni notte... Wait, not this “Butterfly”) effect very much, but understands, that his knowledge of canonical events is becoming less and less useful with each change in the flow of events, which are going like the chain reaction.
By the way, two megacorps (General Industries and TungusTech), which produce anything, except for Pokemon-special products (that branch of market is occupied by Silph Co and Devon Corporation, which are collaborating with both TungusTech and General Industries by purchasing their products) here compete only on the world market, because if they start war against eachother, they will both fatally lose their nearly-monopolistic positions on regional markets and become very vulnerable for the newborn market competitors, which will be created and sponsored by criminal syndicates such as Team Rocket, Team Plasma and Team Galactic. No CEO wants to destroy his megacorp in such a way, so they are allies in military, especially, when it comes to operations against criminals. Also, excuse me for typo - TungusTech carrier is named “Scimitar”.

In my headcanon (and fanfic once more, forgive me for mentioning it again), this walkways are protected by a forcefields (like the exponats in the exhibition hall), so you can’t fall from them for as long as they have enough power. I’m reading your “Obsession” now and I, actually, like it very much.
If you’re interested in my fanfic, it’s written in russian and called “Над землёй ничто не может связать меня...”(Above the ground, nothing can tie me down), and yeah, the name for this fic is derived from “Ware wa Collector” lyrics. This fanfic is about accidental traveler from our world, which managed to end up in Jiri’s body (Jiri’s full name here is Lawrence Gelardan the Third, but both real Jiri and traveller dislike theirs second name (Jiri - for family reasons, traveller - to uphold Jiri’s persona and just because he likes it that way) and prefer to be called simply Lawrence the Third) and recieved some of his person’s traits (his scientific genius, part of his collecting obsession and his memory (though he needs to actively search in it to found something as opposed to simply remembering)). The universe here is VERY different from what is shown in the official production, because there are megacorps with their own armies (in canon, there are yakuja teams with their own stadiums and casinos, acess to military-grade equipment, heavy armor vehicles and highly advanced biolabs, so why megacorps can’t also get some nice bonuses?) which even have their own airborne aircraft carriers (General Industries have an anti-gravity powered “Saffron” (which is somewhat similar to the “Daedalus” from SRIII), TungusTech have a rigid-hydrogen-dirigible-type “Scymithar”) and thermonuclear devices (mostly used for excavation and other peaceful purposes, like in USSR and UA back in the 60′s-80′s, but there are some TBMs and ICBMs with thermonuclear warheads), generations aren’t as rigid (there are already Skarmorys and Rayquaza, but time here is set mostly during the Orange Islands ark) and megacorps having enough political weight, so they are as powerful as the official goverment and can give some of their’s employees corporate immunity, which is much like diplomatic immunity, but even more powerful. Jiri here was a corporate employee (engineer-inventor) even before fic starts, and he was a very important one (here he was the one who invented anti-gravity technology, forcefields and the source of nearly limitless energy), so he had a free work graphic (to work at Flying Palace on whatever project he considered to be interesting, because it will always prove itself useful for General Industries) and a corporate immunity in his work contract (because I wanted to justify him being very wealthy, but not seeming to have a full-time job and being able to deploy weaponry on Legendaries without any problems with law). I specificially prefer to write original memories of the protagonist in a such way, so minimal amount of information can be derived from it - I’m fed up with fics about accidental travellers which are full of “For the Glory of Mother Яussia / USA / Great Britain / %insert_country_name_of_an_accidental_traveller’s_origin_here/%” moments, forgive me for my small rant. If you look closer at the indicators at the “Mayday” moment, you can see, that only one of antigravs was barely working and others were offline, but Flying Palace STILL managed to land without killing everyone inside. If you include here his reckless personality, probably, all he had - an emergency escape pod of some sort (who knows), because there are no room for the landing gear (except, maybe, for the lower bulb), but any gear, which can be mounted there, needs to be telescopic, have an expandable lower plates with giant max surface (or else it will bury itself in the ground) and be made out of unbreakium (because of sheer mass and so small place for the gear itself).

I was thinking about regular proflilactic repairs, but yeah, a single landing pad may be insufficient, though I thought about it as a part of his land base (used almost only for repairs and upgrades), and land bases aren’t cheap to maintain (although maintaining Hikokyuu itself probably costs several times more), and Jiri dislikes being on land, although he may use several of them (but then, where does he get THAT much money?). Also, if you look on moment with Articuno (Before “Time to turn up the heat”) you can see, that Flying Palace is pretty fast (as for airship THAT big), but inertia can be quite a problem.

In my headcanon (and fanfiction again) he has a single specificially built landing pad, which he uses only when he really needs to land and shut down the anti-gravity systems (repairs, upgrades and such), and when he needs to load/unload cargo, he simply uses these energy frames for it (in my headcanon and fics, they were originally developed by him simply for loading/unloading Hikokyuu without landing it, even before he thought about collecting Legendary Birds and Lugia, simply). Also, I think, that Zero’s Megarig’s capture system is a modified (and less advanced) version of Hikokyuu’s forcefield frames, because Hikokyuu’s frames had their own target-seeking system and were autonomous because of their own energy supply, whereas Megarig’s counterparts needs to be constantly controlled and powered by Megarig, even if through wireless energy transfer (energy beams). What do you think about it?

In my headcanon (and my fanfiction) Flying Palace lands on specificially constructed landing pad with big hydropneumatic shock absorbers and a hole in a center, where the lower tower goes during the landing. When it lands, it first positions itself right above the hole, then slowly descends until lower ring makes contact with pistons, and only then shuts the anti-gravity system down, so shock absorbers will slightly retract, but prevent the ring from deforming, and absorbers height is more than enough to make this landings safe - no part of an airship will touch the ground. And about spiral staircase - I always saw Flying Palace as having inner elevator system and a simple circular tracks around the floors. Also, I think that Hikokyuu is fully automated, because Jirarudan prefers to be in company of an Hikokyuu’s AI system, so he wouldn’t like other humans aboard of his airship, especially with his attitude towards outer world and his desire to create a small world of his own aboard of the Flying Palace. Temporary guests - maybe, but not permanent human presence.

If you look closer at the moments when the last shell from those, which were launched on island, hit’s the rock, you can see, that it DID some damage (rock shards flying), and sheer kinetic power of impact can be observed when shells hit the Moltres (he is pushed backwards pretty hard). And yeah, I’d like to learn more about Flying Palace too. From what I’ve seen in the movie, she has 5 levels plus exhibition hall and control tower (it can be seen during the scene where Moltres and Zapdos are wreaking havoc on her), her GUI language is English and she has 3 main anti-gravity modules (”Mayday! Mayday! Prepare for crush landing on Lightning island!” scene. If you look closer, you can see the word “CAUTION” on the left side of hologram GUI and three power scales on the right side, which are going criticaly low).

Did he have “Terror”-like version of the Flying Palace (pretty close to the original version), more agressive outfit, and the dream to finally finish his collection, no matter what the cost, so he went more dark and became sort of like Jirarudan/Zero/Hunter J’s hybrid? It just would suit theory about him being inspired by Jules Verne’s Robur (who went from half-serious nickname ”The Conqueror” (of the skies) to more serious pseudonym “Master of the World” in the second book, so, Jiri may’ve took pseudonym “Schwager” here) so well.

Not quite. If you look closer on the part with Articuno, you can see, that Hikokyuu’s artillery system can fire pretty powerful HE shells. It seems that Lawrence III loaded cryo-ammunition mostly for Lugia (Ice-type attacks have twice the power against Psychic-type and Flying-type Pokemon, and Lugia is Psychic/Flying), and Moltres just was an a relatively easy target (even that Ice-type attacks have their power halved when attacking a pure Fire-type pokemon, cryo-ammunition made up for this with the sheer kinetic power of impact, volume of coolant in each shell and the fact that Moltres is Fire/Flying). By the way, this cryo-ammunition reminds me of the liquid CO2 shells, created by Prof. Shultze in the “The Begun’s Fortune” by Jules Verne, mainly as a chemical weapon, although he ends up freezed in his own secret office when one of the liquid CO2 shells, some of which were stored there, accidentaly explodes and freezes the entire room over in less than a second.

Well, there’s a Hunter J with her laser-armed ship and hand-mounted energy gun, Lawrence III with his artillery-armed Flying Palace, Zero’s Megarig have some sort of energy beam cannon (used to paralyse Giratina so he can be easily put in the scanner), Team Rocket have battle tanks and combat helicopters (tanks - “It’s Mr. Mime Time!”, helicopters can be seen in the first movie) and even Rocket Trio used rocket launcher with HE rockets several times. Robur was also above politics in the first book (”Robur the Conqueror”), but went dark in the second (”Master of the World”), when he scrapped more peacefully-built “Albatross” (second one, first “Albatross” was blown up by Prudent and Evans, much like Hikokyuu was brought down by Ash and co.), which had only one short-barreled low-impulse cannon (used for whale hunting and somewhat similar to Hikokyuu’s mortar artillery system) and several explosive charges onboard, for more agressively-built “Terror” with powerful ram for sinking ships. Robur in the first book had some sort of justification - he wanted to prove superiority of heavier-than-air aircraft, so he took two most powerful lighter-than-air lobbiers to let them see HTA vessels superiority with their own eyes, and he also wanted to take revenge for the events in the Weldon Institute. Also, I re-read the book and’ve found, that “Albatross” was capable of landing, so forgive me for giving you false information.

I think original Hikokyuu is far closer to the “Terror” from https://en.wikipedia.org/wiki/Master_of_the_World_(novel), which was built by Robur the Conqueror after the “Albatross” and was capable of land travel, submerging, sailing and flight. It was described as small submarine-like ship with wheels on the underside and retractable ornithopter wings, and, although no jet engines were present on the outside, some Parsons turbines were mentioned. All of them are pretty close to the Verne’s descriptions, so they’ll give you general picture of these two machines. And yeah, final Hikokyuu may’ve been inspired by the “Albatross”, but original version looks pretty similar to the “Terror”. By the way, I’ve found this early production picture already, but thanks nonetheless.

I was thinking about pre-movie Jirarudan, when Hikokyuu still was only a dream, but post-movie Jirarudan could’ve bribed nearly everyone (he can get money by selling objects, which’ve survived crash landing, even if this is painful, because he can recover them later, even if by dirty means) into cleansing his reputation and start saving money for a new, more advanced airship, which’ll be far better in every aspect, especially in weaponry and internal security system.

Because he needs to create scientist’s persona around himself, so it’ll be easier for him to get required materials and machinery. He’s scientific genius after all, so, why not?

Just look what I’ve managed to find! Although Articuno here is closer to his final version, Hikokyuu here is still pretty similar to Robur’s “Terror” from “Master of the world” and Melody still have a lute. I am unable to finish the Thieves Guild quest because I accidentally killed an essential quest npc. Erikur in Solitude, you probably know him because his sister wont shut up about it. Erikur was the last quest giver I needed to become the master of the Thieves Guild. He is suppose to be essential, as in he cannot be killed ever because important npc is important.

About staff - maybe, Flying Palace is fully automated and have robots for all the sorts of maintance work, so no human staff required, and in the movie outer parts of Palace central structure are simply circular. And shield-like structures may be anti-gravity modules (they look pretty hi-tech on close-up, when Ash and Co sprints downwards on the one of them).
The Hikoukyuu is really really weird. It looks like the floors are giant spirals, or at least have giant spiral staircases going along the outsides of them, and over to the side there’s some sort of garden? I’d imagine that limits the amount of times he has to land, but that would also mean that he’d have to retain a constant staff or do all the work himself, and I can’t see either of those happening (temporary staff seems the most likely idea given his personality). And those weird shields just…what are they? Sun shields?
also apparently the propellers were Jirarudan’s idea, to fit his aesthetics. Which makes me wonder what the original design would have been.
