Honestly I never saw him as a minor (below 18) since I first watch the show lol. I always see him as around 18-19 even in Metal Fusion, and still does

It helps that the age to be considered an adult in Japan back then is 20, so it’s possible he’s 19 at the start of the show too. You can’t convinced me that someone who works for an official cooperation that also in regular contact with the police/militia and also has a friggin badge is someone below 18
