it looks like emo ukraine and that is the Landesflagge whilst the first one is Dienstflagge like state flag and service flag so if i understood correct both were used roughly at the sand time but in different cases blame the emo on the teutonic order до речі на українській вікіпедії Бранденбург(ґ?)-Пруссії там прапор ще більш ужас; я впевнена що це не використовувалось але смішне піпєц воно виглядає як гетеро прайд прапор😭🙏🏼 при чому на німецькій і англійській його немає
